Designing a Model of Empowering Managers in Tehran Municipality (Case Study of 17th District Municipality of Tehran)

Abstract

One of the most important components of organizations in today's complex environment and in the face of rapid changes is the ability of manpower. Empowering staff and managers is an essential management tool to guide human resources to increase productivity. The purpose of this research is to develop model of empowerment of managers in Tehran municipality (case study of 17th district municipality of Tehran). It is a descriptive-analytical method in terms of purpose and it is a kind of document-survey methodology. The statistical population of the study consisted of all 365 managers and experts of the municipality of Tehran in the 17th district and the sample was 190 using Morgan table. Sampling method was used to select the sample. The Kolmogorov-Smirnov test was used to test for the normality of the data and the probability levels (P value) were greater than‌ 0.05 for all variables; therefore, the distribution of data corresponds to the normal distribution. Given the output of inferential statistics, the test results, given the amount of t (statistic), related hypotheses for the variables of motivation and consultation, leadership and management, goal setting and planning,organization, resource allocation, creativity and initiative,reliability‌ There is a significant relationship between team empowerment, team competence, empathy and communication, technical and specialized skills, and knowledge and empowerment with managers in the 17th district of Tehran.Regarding variables adhering to ethics and values, personal discipline and organizational discipline indicate that there is no significant relationship with empowerment of managers.
